Ukraine On Full Combat Alert Over 'Invasion'

Ukraine's military is "on full combat alert" over a possible invasion by Russian troops massed on the border, Kiev's acting leader has said.

Interim president Oleksandr Turchynov told a ministerial meeting: "Our armed forces are on full combat alert. The threat of Russia starting a war against mainland Ukraine is real."

Ukraine's government later announced the country's armed forces would hold military exercises in central Kiev on Wednesday night.

Russia has denied it has any plans to invade eastern Ukraine after its annexation of the Crimean peninsula in March.

Kiev, however, has accused Moscow of orchestrating an armed uprising in the industrial east by Russian-speaking separatists, who have seized government buildings in a number of towns and cities.

Ukraine's army and police appear to be making little progress in a high-profile operation to prevent the rebels expanding their grip over towns in the east.

It came as the International Monetary Fund said Russia was already in recession, while citing the effect of the ongoing crisis on investment in the country.

IMF economist Antonio Spilimbergo was quoted by the Interfax news agency as saying: "If we define recession as negative growth in two quarters in a row, then Russia from that point of view is experiencing recession."

The IMF has lowered its 2014 growth forecast for Russia to 0.2% from the 1.3% figure it issued on April 8, Mr Spilimbergo added.

Russia deployed around 40,000 troops to its shared border with Ukraine in March. Moscow initially claimed they were sent for exercises but later said they were ready to respond to Kiev's military offensive against pro-Kremlin rebels.

Russian President Vladimir Putin insists he has a "right" to send his forces into Ukraine, but has not yet done so.

Kiev and the US say Russian special forces are already active in the insurgency in eastern Ukraine.

Mr  Turchynov told the cabinet meeting: "Our number one task is to prevent terrorism spreading from the Donetsk and Lugansk regions to other Ukrainian regions".

He underlined moves announced a day earlier to set up armed civilian "territorial volunteer militia" units to help beleaguered police and troops in the east.

Minnesota Homeowner Guilty of Teen Murders

A US homeowner who shot and killed two teenagers, calling them "vermin" after they broke into his house in Minnesota, has been convicted of their murders.

Byron Smith shot unarmed cousins Haile Kifer, 18, and Nick Brady, 17, a total of nine times as they crept into his Little Falls home on Thanksgiving Day in 2012.

The 65-year-old said it was self-defence and that he had been in fear of his life after previous burglaries in the area.

But prosecutors said Smith had plotted to kill the intruders, waiting with loaded guns in his basement and even parking his vehicle elsewhere to make the property appear unoccupied.

On Tuesday, a jury found Smith guilty of two counts of first-degree murder and two counts of second-degree murder.

The trial heard Smith had set up an audio-recording device and surveillance cameras to capture the intruders in the act.

In the recording that was played in court, Smith could be heard shooting Brady and saying: "You're dead." He then opened fire on a screaming Kifer.

As the audio continued to run, Smith was then heard saying: "I see them as vermin."

The killings prompted debate in the state about how much deadly force a householder may reasonably use.

Killer 'Writhed In Pain' In Botched Execution

A death row prisoner started moving and mumbling 13 minutes after being given a supposedly lethal injection.

Oklahoma inmate Clayton Lockett had been given a controversial new cocktail of death penalty drugs and appeared unconscious before he tried to lift his head.

Doctors called a halt to the procedure but the 38-year-old, who shot a teenager and buried her alive in a shallow grave, was pronounced dead around 25 minutes later after apparently suffering a heart attack.

Witness Ziva Branstetter said Lockett was thrashing about and appeared to be in pain.

"His body was sort of bucking," she told broadcaster MSNBC.

"He was clenching his jaw. Several times he mumbled phrases that were largely unintelligible."

Richard Dieter, of the Death Penalty Information Center, which monitors capital punishment, warned Lockett's death could have major implications.

The botched execution had been put on hold for several weeks due to legal arguments over the use of the deadly cocktail.

Lawyers claim the combination of chemicals causes undue suffering and violates laws against cruel punishment.

"This could be a real turning point in the whole debate as people get disgusted by this sort of thing," Mr Dieter said.

"This might lead to a halt in executions until states can prove they can do it without problems. Someone has been killed by incompetence."

Another inmate, Charles Warner, who was due to be given a lethal injection shortly after Lockett, has been given a 14-day stay of execution while a full review is carried out.

His attorney, Madeline Cohen, said: "After weeks of Oklahoma refusing to disclose basic information about the drugs for lethal injection procedures, Mr Lockett was tortured to death."

The cocktail of drugs consists of midazolam to cause unconsciousness, vecuronium bromide to stop breathing and potassium chloride to stop the heart.

It was introduced after sales bans were slapped on previous pills by pharmaceutical companies keen to stop their medicines being used on death row.

Nigel Farage Rules Out 'Opportunist' MP Bid

UKIP leader Nigel Farage has ruled out running for MP in the Newark by-election saying he wants to focus on the European elections.

Mr Farage said he did not want to look like an "opportunist" by running in for a seat in an area with which he had no links.

The UKIP leader said he wanted to focus all of his attention on the May 22 vote, even though the by-election, triggered by the resignation on Tuesday of the former Tory MP Patrick Mercer, would fall after that date.

He told Sky News: "At 7.30 last night I found out there was going to be a by-election in Newark and 12 hours later I have thought hard about it overnight and I have realised we are just three weeks away from a European election ... I don't want to do anything that distracts from that."

He said had he agreed to fight the Newark by-election "all anybody would have wanted to talk to me about for the next three weeks would be that by-election".

Mr Farage added: "We will fight the Newark by-election but it won't be me. I would have been seen to be an opportunist. I would have been seen to be somebody effectively sent up from London and I am not sure electorally it would have worked any way."

He denied suggestions he was frightened of the contest - a loss would have been disastrous for the party leader ahead of the 2015 elections - and said he didn't want UKIP to be seen as a "one-man party".

However, a number of Labour and Conservative MPs took to Twitter to suggest the UKIP leader had "bottled it".

Labour MP for Newport West Paul Flynn wrote: "Farage wimps out and bursts his own bubble. "

While the Conservative MP for Wyre Forest, Mark Garnier, wrote: "Nigel Farage and the Newark by-election: Man or mouse ...? Pass the cheese!!! Squeek squeek ... "

Political observers suggested Mr Farage would have been likely to lose the by-election because of overwhelming Tory support in the constituency.

Mr Mercer, who stepped down over a cash-for-questions scandal, was returned on a 16,000 majority in 2010, while UKIP's candidate came fourth - 26,000 votes behind.

He said: "Given the circumstances that a Conservative MP has gone in effectively what is an updated cash for questions row and scandal. 

"I think there will be such a level of anger that UKIP will have a very good chance of winning that by-election despite the size of the Conservative majority."

Tory MP and Minister without Portfolio, Ken Clarke, told the Radio 4 Today Programme: "I am not really surprised. Whatever else Nigel is, he is not an idiot and I don't think he'd have the faintest chance of winning in Newark,"

Mr Clarke, whose constituency is next-door to Newark, added there was no way the people of Newark would have voted for "a card who is larking about trying to get protest votes".

However, UKIP is now riding significantly higher in the polls with some putting support at 20%.

The Conservatives have announced their candidate as Robert Jennick, a 32-year-old lawyer and business director at Christies.

Former Army colonel Mr Mercer resigned after undercover reporters recorded him being given £4,000 to lobby for business interests in Fiji, tabling Commons questions and offering a Westminster security pass.

Police Face Disciplinary Over Stop And Search

Police officers will face disciplinary hearings if they do not stick to a new, tougher code of practice for stop and search.

Home Secretary Theresa May said an investigation by Her Majesty's Inspectorate of Constabulary (HMIC) found in 27% of stop and searches there were no reasonable grounds for suspicion.

Figures also show those with black or ethnic minority backgrounds were six times more likely to be stopped and searched than white people, which she said was "absolutely disgraceful".

She said the "feeling that has come through to young people in black and minority ethnic communities that this is what happens and that this is, if you like, a way of life".

Announcing she intended to draw up a tougher code of practice, Mrs May said she had written to all of the country's chief constables warning unless officers stuck to that code she would introduce legislation to make it a statutory requirement.

Mrs May told the House of Commons she had "long been concerned about the use of stop and search" - powers which have been controversial with the public.

She said: "While it is undoubtedly an important police power, when it is misused stop and search can be counter-productive.

"First, it can be an enormous waste of police time. Second, when innocent people are stopped and searched for no good reason, it is hugely damaging to the relationship between the police and the public. In those circumstances it is an unacceptable affront to justice."

The Home Secretary said she intended to revise the Police and Criminal Evidence Act Code of Practice A to make clear what constitutes "reasonable grounds for suspicion".

In addition it would make clear that where officers are not using their powers properly they will be subject to disciplinary proceedings.

She added: "I have told them that if they do not do so, the Government will bring forward legislation to make this a statutory requirement."

However, Labour said the toughening up of the guidance had not gone far enough.

Shadow home secretary Yvette Cooper said stop and search targets given to police must be banned and called for the code to be laid down in law, rather than just as guidance.

She claimed Mrs May's initial plans had been watered down at the behest of the Prime Minister and said: "Your plans have been frisked of serious substance and we need to know why you have backed down."

Teacher Stabbing School 'Overwhelmed' By Support

The head of a school where a popular teacher was stabbed to death in front of her class says they have been "overwhelmed" by support they have received from across the world.

Police have been granted more time to question a 15-year-old boy as they continue to investigate why Ann Maguire was attacked.

The 62-year-old died from multiple stab wounds at Corpus Christi Catholic College in Leeds, where she had taught for more than 40 years.

Head teacher Steve Mort told reporters at the school's gates that everyone involved had taken strength from the support.

"I want to say on behalf of the pupils, the staff and the governors and of the school that we are overwhelmed by the amazing outpouring of love and affection for Ann from the local community, from friends of the school past and present and from colleagues across the city," he said.

"Over the past 48 hours we have drawn an incredible amount of strength and comfort from all the amazing tributes and messages of sympathy and support that we have received from right across the country and, indeed, the world.

"I would personally like to express my gratitude to all of the people that are currently supporting us within the school - West Yorkshire Police, Leeds City Council, the diocesan family and, in particular, our partner primary schools and Catholic Care.

"I am immensely proud to be headteacher at Corpus Christi. Our children have proven themselves to be great ambassadors for the school. And I want to pay particular tribute to them and to the professionalism and dedication demonstrated by our staff at this very difficult time."

Police were questioning the boy held in connection with the death, a task officers said would be handled sensitively due to his age.

Detective Superintendent Simon Beldon, of West Yorkshire Police Protective Services, said: "Given his young age, this is a process which needs to be handled sensitively and can take some time to complete.

"We will obviously give consideration to our powers to extend the period of his detention if that is required."

Meanwhile, it was reported in The Sun that Mrs Maguire was stabbed to death after going to work on her day off to help pupils prepare for next month's GCSE Spanish exams.

Students and staff paid tribute to the much-loved Spanish teacher on an emotional first day back at school.

It was also being widely reported that Mrs Maguire had brought up her sister's two young sons after their mother died of cancer.

The Times said the teacher, who had two adult daughters, looked after her nephews following the death of sister Eileen Poole in 1986.

Police have also confirmed that the school had a dedicated 'safer schools' officer, but that she was helping at another school on the day Mrs Maguire was killed.

The 61-year-old, who taught generations of children during her time at the school, was due to retire in September.

Speaking at Prime Minister's Questions, David Cameron said his and all MPs' thoughts were with the teacher's family and friends.

"It is clear from the tributes paid she was a much-loved teacher who had worked at the school for over 40 years," he said.

"She cared so much about her pupils she had come in on her day off to help prepare them for exams." 

Children began arriving early to add tributes to more than 200 bouquets of flowers that cover the railings outside the school gates.

Mrs Maguire was also remembered at a service in the neighbouring Corpus Christi Church.

Students who witnessed the incident are being interviewed by specialist officers.

Some reported hearing screams as other members of staff rushed to her classroom and restrained her attacker.

Her death is the first time a teacher has been stabbed to death in a British classroom.

Mother 'Was Murdered For Becoming Westernised'

A mother of three from Manchester was murdered by her violent husband and his brother because she was "establishing an independent life" and becoming "westernised", a court has heard.

Rania Alayed, 25, from Cheetham Hill in Manchester, was lured to her death at a flat in Salford in June 2013, jurors were told. Her body has never been found.

Ahmed Al Khatib has admitted causing the death of his wife.

Tony Cross QC told the trial "he has told psychiatrists who have examined him that he did so by pushing her, causing her to stumble, fall and bang her head from which she died.

"He denies any intention to kill her. He says at the time he was suffering from an abnormality of mind; that he was possessed of a spirit which caused him to do what he did."

The court heard Ms Alayed was born in Syria and met her husband when she was 15.

The couple fled the Middle East, eventually moving to England.

They had three children but eventually Ms Alayed left the unhappy marriage which had been marred by violence from her husband.

She contacted the Citizens Advice Bureau, the police and a solicitor.

Mr Cross told the jury: "She began to become a little westernised. She went to college and had friends; male and female. This was all too much for the first two defendants.

"The family of the defendants were insulted by her recourse to law. They wanted her and her children back within the family fold.

"It was obvious to them, and to him in particular, she was not going to comply with their wishes. They believed that she was establishing an independent life perhaps with another man.

"Therefore it was decided that she should either be coerced to comply or be killed."

The court heard that on June 7, 2013 Ms Alayed was lured to the flat in Salford of her brother-in-law, Muhaned Al Khatib, where her husband was waiting.

Within an hour she was dead.

With the help of a third man, Hussain Al Khatib, the pair then disposed of her body many miles away in North Yorkshire and then pretended to friends and family that she was still alive, jurors were told.

Ahmed Al Khatib and Muhaned Al Khatib deny murder. Hussain Al Khatib denies perverting the course of justice. The trial continues.

Commuters Face Disruption As Tube Strike Ends

Commuters in London face more disruption during their journey home on Wednesday as the final hours of a Tube strike takes place.

The 48-hour strike, called by members of the Rail, Maritime and Transport (RMT) union, ends at 9pm, but Underground services are not expected to return to normal until Thursday morning.

Passengers could also face being shut out of stations after Transport for London (TfL) said they could close "without warning" during the afternoon for shift changeovers.

Special services were operating on routes beneath the capital and queues for buses and trains were expected again during rush hour on Wednesday evening.

London Underground (LU) and the RMT clashed over the level of support for the strike action, with the union claiming platforms and stations were "dangerously overcrowded" and the public were being "misled".

Acting general secretary Mick Cash said: "It helps no one for LU to deliberately mislead the public as to what services are available as it simply piles dangerous levels of pressure on to ghost trains and skeleton operations, leaving passengers and staff at risk."

LU managing director Mike Brown said 15% more staff were at work during this strike and appealed for fresh talks.

He said: "Under our plans to modernise the Tube, we are committed to a safe railway with visible staff personally serving our passengers."

London Mayor Boris Johnson attacked RMT claims the strike had been "solidly supported".

He said: "This action is the result of a minority of just one union, the RMT, who are refusing to see the logic of what we are trying to achieve."

Passengers were unable to get on some London Overground trains in north-west London during the morning because they were so full the doors could not shut.

Commuters were forced to wait 20 minutes to try and get on the next service.

Another three-day strike is planned for next week.
